IT Program Director

A confidential client of CareerBuilder is hiring an IT Program Director located in New Haven, CT .


Reporting to the senior leaders of Foundational Technologies and Information Security (services within Information Technology Services
– ITS) and working with internal and external project managers this role is planned as a multi-year position and will lead all aspects of this most strategic, visible and mission critical technology program often running multiple projects or streams simultaneously.

This role will lead the Next Generation Network program (a large Network focused technology program), which is expected to be a $50M effort over the next 48-60 months.

Job Requirements: Program planning and execution related to a large network infrastructure centric program involving Cisco SDA technology.

Manages all deployment and operational delivery work on time and within budget.

Advise senior leadership on program progression and risk, including Yale’s Board of Trustees.

Convene Executive, Steering, and Technical committees.

Supports teams in navigating program to successful delivery.

Maintains overall responsibility for achieving goals of the program charter.

Balances scope, time, and budget
– relay choices to Steering Committee and Sr.

leadership for appropriate decision making.

Maintains oversight of all third parties and coordination thereof
– hardware and bill of materials related planning responsibilities, in partnership with engineering teams.

Site (building) scheduling and site readiness planning, in partnership with program VAR.

Site cutover/migration and deployment responsibility, overall focal for deployment planning related activities, in partnership with program VAR.

Overall plan management and ownership, responsibility for managing a multi-vendor integrated master program plan, set and enforce deadlines for project progress and deliverables and monitor/evaluate project milestones.

Vendor Management: Extensive experience partnering with and managing technology vendors, specifically in the network technologies space.

Ability to effectively estimate needs from a vendor and scope and plan the right resources (people and technology) that will be required to meet program objectives.

Develops, supervises and oversees the execution and implementation of detailed project plans in concert with stakeholders.

Manages several major projects simultaneously and ensures that the design, testing, training, documentation and prioritization objectives are met.

Refines and re-sequences during the implementation and execution phases of multiple projects, as needed.

Works closely with senior business analysts, technical professionals, end users and project stakeholders during the requirements, solutions design and implementation phases to develop detailed project plans for implementation.

Supervises risk assessment, communication planning, development of performance metrics and project entry criteria.

Creates detailed project plans including timelines, budgets, and resource allocation to ensure successful project completion.

Manages stakeholder expectations through all phases of the project and ensures stakeholders, senior management and staff are working towards successful completion.

Manages client expectations and provides issue/risk identification and escalation pathways.

May supervise and train junior project managers in developing detailed project plans.

Leads the implementation team of cross-functional project and technical resources.


Designs, develops, and executes communication systems to ensure effective exchange of information between project stakeholders, senior management, and staff.


Resolves complex project issues that involve representatives from multiple organizations.

Complies with and enforces standard policies and procedures.

REQUIREMENTS: Bachelor’s Degree in a related field and ten years of related work experience or an equivalent combination of education and experience.

Well-developed communication, decision-making, planning, organizational, problem-resolution and leadership skills.

Strong interpersonal skills with ability to interact at multiple levels within the University and effectively collaborate with groups to accomplish department goals.

Excellent analytical and quantitative skills, including ability to extract, manipulate, analyze, and interpret data.

Demonstrated ability to understand and apply industry standards as needed and appropriate.

Demonstrated ability to manage multiple projects and set priorities in a sometimes constrained environment.

Exceptional team management and leadership skills.

Advanced knowledge of financial operations, plans, and budget models.

Demonstrated ability to manage the work and contracts of multiple supporting vendors.

Proven ability in project delivery of network infrastructure programs for large enterprise organizations.

Experience in higher education research institution; experience with CISCO networking and SDA preferred.
