Clinical Director, Pre-Trial Services

The Center for Court Innovation is a non-profit organization that works to create a more effective and humane justice system by performing original research and helping launch reforms by guiding justice innovators, nationally and internationally.

The Center creates operating projects that have been documented to reduce the use of jail and prison, assist victims of crime, and strengthen communities.
Brooklyn Justice Initiatives seeks to re-engineer the experience of criminal court in Brooklyn, New York by providing judges and attorneys meaningful alternatives to bail, fines, and jail sentences.

Operating out of Kings County Criminal Court, Brooklyn Justice Initiatives is a team of social service providers, court-based resource coordinators, and others who seek to improve the quality of justice.

By providing meaningful pre-trial supervised release and post-conviction sentencing options, Brooklyn Justice Initiatives seeks to use an arrest as a window of opportunity to change the direction of a participant’s life and avoid the harmful effects of incarceration.
Supervised Release offers an alternative to jail, providing pretrial supervision, case management, and voluntary social services to people charged with misdemeanor and felony offenses.

Program participants are monitored to ensure their appearance at court dates, and they receive referrals to community-based programming such as job training, drug treatment, and mental health counseling.

Following recent legislative changes in New York State that curtail the use of cash bail and pre-trial detention, the Center anticipates dramatic growth in the population served through Supervised Release, offering the Clinical Director of Pre-trial Services and other staff the opportunity to contribute to an exciting program at an unprecedented scale.

As part of this expansion, the Supervised Release Program will provide services to a growing youth population and take on bail-eligible felony and misdemeanor charges, including violent felony arrests.
Brooklyn Justice Initiatives, is seeking a Clinical Director of Pre-trial Services for the Supervised Release Program.

Reporting to the Director of Pre-Trial Services, the Clinical Director of Pre-trial Services will be responsible for leading a team of clinical staff who provide pre-trial supervision, case management, and voluntary referrals to program participants.

The Clinical Director of Pre-trial Services will provide oversight into clinical operations through supervision of clinical staff within the Supervised Release Program.

The Clinical Director will facilitate trainings in interventions geared towards supporting Supervised Release participants, audit participants tracked through an internal case management system, and provide administrative support to senior management.
Responsibilities include but are not limited to:
Oversee clinical operations of all pre-trial programming and services; Manage and provide weekly individual clinical and administrative supervision to pre-trial managerial staff; Monitor facilitation of weekly individual clinical and task supervision to all program staff including case managers and social workers; Oversee clinical practices including, but not limited to: conducting and reviewing clinical assessments; treatment recommendations; case audits; case assignments; and compliance monitoring; Oversee the professional development of staff through biweekly group supervision of Supervised Release Program staff; Provide ad hoc case management services to high need participants and additional comprehensive, clinically-informed case management services to individuals with mental illness (and, where appropriate, their families) to help address such issues as substance use, mental health, trauma, domestic violence, unstable housing and vocational needs; Assist with crisis intervention and de-escalation, as needed; Complete intakes of participants admitted to the Supervised Release Program and administer an assessment tool, as needed; Perform individual counseling sessions and providing voluntary referrals to community-based services, as needed; Conduct outreach to collateral sources to provide supervision and court monitoring, as needed; Oversee, create and facilitate site-specific trainings on a variety of topics including Intimate Partner Violence, Cognitive Behavioral Therapy, Crisis Intervention and other internal trainings, as needed; Ensure that staff maintain appropriate and up-to-date participant information in an electronic database to ensure that programming is effective, performance measures are met, and services have the desired outcomes; Ensure thorough and accurate documentation and reporting on progress and compliance of mandated clients to court stakeholders (including judges, defense, prosecutors); Assist with data collection, program evaluation, and grant writing, as needed; Assist with development and implementation of new programs, initiatives, and interventions including treatment modalities and groups; Liaise and work collaboratively with judges, prosecutors, defense attorneys, and other court and programmatic staff; Participate in Brooklyn Justice Initiatives’ evening and weekend meetings, events, and programming, as needed; Additional relevant tasks, as necessary.
Qualifications: The ideal candidate will have an LCSW with at least 2 years of supervisory experience, and at least 3-4 years of related experience preferred.

Preferred candidates will possess experience in a court or criminal justice setting, experience with the homeless and/or unstably housed population and familiarity with housing programs and related community resources to assist participants facing housing instability, and/or experience with drug /alcohol treatment, mental health services, co-occurring disorders, adolescent development, trauma-informed and strength-based approaches.

The candidate will have the ability to work with people from diverse backgrounds in a culturally-competent and culturally-humble manner.

The candidate must be a skilled communicator who can work professionally and collaboratively with a multi-disciplinary team, and must be willing and able to work collaboratively with a variety of judges, court personnel, and partner agencies in a high-pressure and fast-paced work environment.

Court-based social work is an incredibly unique and demanding area of practice, and candidates must be open to constructive engagement with differing and, at times, competing perspectives.

Excellent organizational and interpersonal, communication and writing skills required.

SIFI certified or eligible preferred.

Bilingual (Englsih-Spanish) preferred.
Position Type: Full-time, weekend and evening hours required as needed for BJI operations.
Position Location: Brooklyn, NY; temporarily remote
Compensation: Salary starts at $85,000.
