SYSTEMS ANALYST – Data Architect

SYSTEMS ANALYST(Data Architect)(Information Technology)Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated.

The job description herein provides for the range of duties to be performed for this position.

It is not intended to reflect all duties that are required within this position.MAJOR FUNCTION The Data Architect works with Infrastructure and Application Development teams to coordinate the movement, enhancement, integration, quality and availability of data throughout the enterprise.

The central responsibility as a Data Architect will be improving the consistency, structure, timeliness, quality, security, and delivery of data.

In addition, the Data Architect must streamline data flows and remove unnecessary costs from the complex, fragmented, heterogeneous data architecture.

The duties may include assessing architect models and supervising data migrations.

Platform selection and onboarding of data management solutions that meet the technical and operational needs of the company.

The candidate should know how to examine new data system requirements and implement migration models.

The ideal candidate will also have proven experience in architecture analysis and management, with excellent analytical and problem-solving abilities.

ILLUSTRATIVE DUTIES Project Management: Responsible for managing projects from analysis through implementation for the Polk County BoCC.

Completes accurate development and project duration estimates.

Recommends staff assignments and schedules as well as tracking project progress to ensure timely completion.

Customer Knowledge: Maintains an in-depth knowledge of the client’s business.

Works with a diverse group of users from various departments/divisions and agencies when developing and implementing custom data solutions.

Works with clients to identify data structure, format, and retention needs.

Provides ongoing assistance to users with problems or questions.

Training: Trains clients in the proper usage of data and meta-data.

Assists in the training of junior staff members.

Provides advanced technical guidance to other staff members.

Assists developers with coding of programs.

System Development: Responsible for the maintenance of large and complex data store.

Writes specifications and develops functional data models, physical data structures, and interfaces between systems.

Systems Analysis and Design: Works with clients to identify data solution requirements for custom applications of third-party applications.

Translates system requirements into program specifications.

Estimates impact upon system resources and optimization method for fast, reliable data retention and consumption.

Develops time/cost estimates and cost benefit analyses.

Participates in post-implementation reviews and revisions.

Written and Oral Communications: Conducts meetings with client staff.

Works with clients to explain data definition, mapping, usage, and maintenance.

Provides clear and comprehensible written and oral reports to Information Technology management and clients.

Other: Travel for education, conference and site visits is required.

Attends education courses as required.

Performs related duties as required.KNOWLEDGE, ABILITIES AND SKILLS Mapping data sources, including descriptions of the business meaning of the data, its uses, its quality, the applications that maintain it and the database technology in which it is stored.

Documentation of data sources must describe the semantics of the data so that the occasional subtle differences in meaning are understood.

Documenting interfaces and data movement by recording how mapped data is moved around the virtual enterprise.

This includes the frequency of movement, the source and destination of each step, how the data is transformed as it moves, and any aggregation or calculations.

Designing the movement of data through the enterprise, including sources of data and how the data is moved around in order to be improved.

Defining integrative views of data to draw together data from across the enterprise.

Some views will use a database of extracted data and others will bring together data in near real time, considering data currency, availability, response times and data volumes.

Designing canonical data views to limit technical debt as data flows from point-to-point transformation.

Defining technical standards and guidelines.

Assess and document when and how to use the architected producers and consumers, the technologies to be used for various purposes, and models of selected entities, objects and processes.

The guidelines should encourage reuse of exiting data stores, as well as address issues of security, timeliness and quality.

Investigate and participate in emerging technologies and new release Proofs of Concepts (PoCs) Leveraging existing (core) data assets.

Managing related metadata include business descriptions of the data, details of any calculations or summaries, descriptions of the sources of the data, and indications of data quality and currency.

Communicating the data architecture across the enterprise.

Ensuring a focus on data quality by working effectively with data stewards so they can understand data semantics and identify opportunity for improving data quality.

MINIMUM QUALIFICATIONS Graduate of an accredited four (4) year college with degree in Computer Science, Computer Engineering, or relevant field.

Comparable work experience and/or technical training/certification may be substituted for degree requirement.

A minimum of 3 years’ experience in a similar role.

Must have relational database experience.

Oracle and SQL Server are preferred, but will consider other platforms.

Must possess strong SQL skills with a focus on optimization of resources.

Familiarity of system concepts and tools with in an enterprise architecture framework.

Knowledge of various modern data formats, tools and methodologies.

Excellent organizational and analytical abilities.
